Ontario has confirmed it will officially assume responsibility for Toronto’s Don Valley Parkway and Gardiner Expressway in the fall of 2027, completing a deal first reached in 2023.
The agreement transfers the costs of operating and maintaining the two highways from the city to the province. It was tied to a broader package that also included funding related to homelessness, subways, and light rail.
Premier Doug Ford said the remaining due diligence is nearly finished and argued the move is meant to support traffic management and municipal spending on transit, housing, and infrastructure. Transportation Minister Prabmeet Sarkaria said the province will keep the roads tollfree, while Toronto has already received hundreds of millions of dollars under the arrangement.
