OpenAI outlines public policy agenda on AI safety and access

OpenAI has published a public policy agenda describing how it wants governments to respond to the rapid development of artificial intelligence. The company says its approach is guided by principles it describes as democratization, empowerment, universal prosperity, resilience, and adaptability.
The agenda focuses on several areas, including frontier AI safety, youth protections, cybersecurity, education, workforce readiness, content provenance, and AI infrastructure. OpenAI says it supports state and federal frameworks that address catastrophicrisk evaluations, transparency, and accountability for advanced AI systems, while also backing international coordination on safety standards.
The company also calls for stronger safeguards for teens, such as age assurance, parental controls, risk assessments, and protections against harmful or deceptive interactions. In education and labor policy, OpenAI says it supports AI literacy, training programs, regional AI hubs, and broader access to AI tools for workers, educators, and small businesses.
Other priorities include measures to address deepfakes and synthetic content, such as provenance signals and protections against harmful impersonation, as well as policies for data center energy use, water disclosures, and grid reliability. OpenAI says these proposals are intended to help governments manage AIrelated risks while expanding access to its benefits.
