Qinghai grassroots legislative contact points make public opinion flow more smoothly into the legislative process

Qinghai’s grassroots legislative contact points allow the voices of pastoral and agricultural areas to reach the legislative stage directly, promoting the implementation of opinions A multi-level network covering the provincial, municipal, and county levels helps rule-of-law development and grassroots governance better reflect the will of the plateau

Xining, Qinghai, September 11 — Reporters recently visited Qinghai's grassroots legislative liaison points and learned that the local area, through a liaison network covering the provincial, prefectural, county, and other levels, conveys the opinions and suggestions of herders and farmers more directly into the legislative process. Driven by the grassroots legislative liaison point at the Standing Committee of the People's Congress of Golmud City, Qinghai has now established 39 provinciallevel liaison points and 134 liaison points at the city, autonomous prefecture, and autonomous county levels. The relevant liaison points have collected more than 2,000 comments on draft laws and regulations, of which more than 400 have been studied and incorporated. The report shows that some suggestions from plateau herding areas and relocated communities have already entered national and local legislative practice. For example, a suggestion on the dynamic assessment of wildlife populations was included in relevant provisions of the newly issued Ecological Environment Code; on issues such as ethnic unity, community governance, and river protection, the voices of grassroots residents have also been transformed into concrete institutional arrangements. The article points out that grassroots legislative liaison points not only enable the public to participate in legislation, but also promote legal education and publicity, community consultation, and grassroots governance, becoming an important bridge connecting plateau residents with the development of the rule of law.
