The General Office of the CPC Central Committee and the General Office of the State Council Issue Opinions on Improving the Natural Resource Asset Management System

Xinhua News Agency, Beijing, July 13. The General Office of the CPC Central Committee and the General Office of the State Council recently issued the Opinions on Improving the Institutional System for Natural Resources Asset Management, putting forward a series of institutional arrangements around the investigation, confirmation of rights, protection, allocation, supervision, and assessment of natural resources assets. The Opinions make clear that by 2030, the institutional system for natural resources asset management will be more sound, with further improvements in the entities responsible for performing duties, the baseline data on assets, protection efforts, and allocation efficiency; by 2035, the relevant systems and mechanisms will be basically improved, forming a comprehensive and welldeveloped institutional system. The document proposes strengthening unified investigation, monitoring, inventory, statistics, and accounting of natural resources, advancing the unified confirmation and registration of rights for natural resources and real estate, improving the property rights system and marketoriented allocation rules, while also strengthening fullprocess supervision, revenue management, and the unified reporting system, so as to promote more efficient and sustainable use of natural resources.
