Ningxia Issues Implementation Opinions on the Coordinated Urban-Rural Employment Policy System
Ningxia's employment policies coordinate urban and rural employment, broaden job opportunities and training support, and promote high-quality employment Eliminate household registration restrictions, strengthen public services and rights protection, and help more people secure employment smoothly
Ningxia Hui Autonomous Region recently issued the “Implementation Opinions on Coordinating the Urban and Rural Employment Policy System,” jointly introduced by the regional Department of Human Resources and Social Security together with the Development and Reform Commission and the Department of Agriculture and Rural Affairs, aiming to promote the orderly flow of labor between urban and rural areas and foster higherquality, fuller employment.
This opinion sets out a number of measures focusing on employment opportunity development, public employment services, skills training, and rights and interests protection. Ningxia proposes to leverage the resource endowments of each county and district, build industrial clusters and countylevel employment platforms with strong jobabsorbing capacity around特色 agriculture and advantageous industries, while also tapping employment potential in areas such as convenience services, cultural and tourism leisure, and the nighttime economy, and standardizing support for the development of the small business economy and streetstall economy.
In terms of the service system, Ningxia will remove household registration and regional restrictions in employment services, improve the tiered public employment service network, advance labor cooperation between eastern and western regions, and rely on the “Ninghao Employment” platform to establish electronic records and improve the efficiency of jobperson matching. The local government also plans to expand startup support, optimize the training subsidy mechanism, and promote integrated training of “job demand + training + evaluation + employment.”
In addition, the policy also covers the urbanization of the agricultural transfer population, education for children who move with their parents, housing security, social insurance, governance of employment discrimination, and assistance for disadvantaged groups. It particularly provides more targeted employment support for groups such as migrant workers r
