The Yunnan Provincial Department of Housing and UrbanRural Development recently issued a notice to implement the property management service “Five Disclosures and Five Publicizations” system across the province, in order to enhance the transparency of property services and safeguard owners’ rights to know, participate, and supervise. This system is mainly aimed at issues in some residential communities such as opaque services, unclear accounts of public income, and nonpublic use of maintenance funds. It requires property management companies to disclose their business licenses, service items, charging standards, public income, the use of residential special maintenance funds, as well as related commitments and regulatory information. According to the notice, the “Five Disclosures” include disclosing identity, evaluation, personnel, standards, and commitments; the “Five Publicizations” cover service content, property fee income and expenditures, public income income and expenditures, the use of maintenance funds, as well as contact information for relevant departments and units such as housing and urbanrural development, fire protection, public security, and water, electricity, and gas network services. Relevant information must be posted in a prominent location within the community for owners to supervise easily.
