Xinhua News Agency, Beijing, June 1 — Premier Li Qiang of the State Council recently signed a State Council order promulgating the "Regulations of the State Council on Outward Investment," which will take effect on July 1, 2026. The regulations consist of 34 articles and make arrangements mainly around the scope of application, overall requirements, comprehensive services, regulatory measures, and rights and interests protection in outward investment, with the aim of advancing highlevel opening up, promoting the highquality development of outward investment, and safeguarding investors' lawful rights and interests as well as national security and development interests. The regulations clarify that outward investment refers to activities in which investors within China directly or indirectly acquire relevant rights and interests in enterprises, assets, and the like in other countries or regions; they also require the improvement of an overseas comprehensive service system, the refinement of management procedures such as approval and filing, information reporting, and crossborder fund registration, and the strengthening of risk prevention and control as well as investors' primary responsibilities.
