Visiting the Emergency Command Center of the Hainan Nuclear Power Base

The Emergency Command Center of the Hainan Nuclear Power Base has been upgraded to coordinate accident response across multiple units, and to strengthen radiation monitoring and fire protection support See how it maintains stable operation under extreme conditions and enhances the safety resilience of China's southernmost nuclear power base

On September 29, reporters followed the "Nuclear Safety Culture Media Tour" to the Emergency Command Center of the Hainan Nuclear Power Base to learn about this important facility that undertakes emergency coordination and dispatch functions. The base is located in Changjiang, Hainan, and is the southernmost nuclear power base in China. It currently has five units in total, of which three are in operation and two are under construction. The report said that after a new round of renovation was completed in July 2025, the Emergency Command Center can uniformly coordinate the handling work of all units at the base in an emergency and is equipped with systems for decisionmaking, communications, radiation monitoring, and fire protection support. Through measures such as a slight positive pressure design, air filtration, diesel power generation and water storage facilities, and seismic reinforcement, the center has also improved its ability to keep operating under extreme conditions. As the core hub of the base's emergency management, the center has takeover control capabilities and redundant communication methods, can receive radiation monitoring data in real time, and can use the emergency decision support system to assess the consequences of an accident. In the face of an operating pattern in which multiple owners and multiple reactor types coexist, the base has achieved unified classification, unified command, and unified response through the "Hainan Changjiang Nuclear Power Base Emergency Integration Plan." Relevant mechanisms were also tested in a joint drill held in September 2025.
