Three departments jointly issue a document to promote the standardized and orderly development of the tourism industry
New policies for high-quality tourism development have been implemented, optimizing resource allocation and land supply models Strictly control illegal land use, activate existing space, and help cultural and tourism projects upgrade in a standardized manner
Recently, the Ministry of Natural Resources, the Ministry of Culture and Tourism, and the National Forestry and Grassland Administration jointly issued guiding opinions, proposing measures in areas such as optimizing the allocation of natural resources, improving landuse control, and innovating land supply models, to support the standardized, highquality development of the tourism industry. The document was released in a Xinhua News Agency report from Beijing on September 15, emphasizing that more rational resource allocation will unlock domestic demand potential.
The opinions propose strengthening the binding and guiding role of territorial spatial planning for tourismrelated special plans. On the premise of not breaching bottomline requirements such as the "three zones and three lines," the spatial needs for tourism development in the "15th FiveYear Plan" should be systematically integrated into natural resource management and the territorial spatial planning "one map," with site selection carried out in coordination.
In terms of landuse management, the document makes clear that certain tourism support facilities and related projects may be managed according to their original land category. It encourages making use of existing space to develop the tourism industry and promotes the integration of business, tourism, culture, sports, and healthrelated sectors. At the same time, localities should strengthen preliminary project evaluation to prevent lowlevel redundant construction, and strictly prohibit unauthorized changes to land use under the guise of tourism projects for developments such as villas, real estate, and golf courses.
