Hunan improves the coordinated mechanism for flood and drought prevention and cultivated land replacement
Hunan’s coordinated governance of cultivated land protection promotes the linkage between flood and drought prevention and replacement, stabilizing total acreage and improving quality Sharing data, coordinating funds, and mapping locations help optimize the integrated layout of farmland, forests, and water
Recently, the Hunan Provincial Department of Natural Resources, together with the provincial departments of development and reform, finance, transportation, water resources, agriculture and rural affairs, and forestry, jointly issued relevant letters, proposing seven major mechanisms and 18 measures to promote the coordinated advancement of flood and drought prevention and farmland replacement.
This document focuses on stabilizing the total amount of farmland, improving farmland quality, and optimizing farmland layout. It places emphasis on planning control, information sharing, project implementation, and coordination between water and land, aiming to provide institutional support for coordinated governance of farmland, forests, and water; spatial optimization of agricultural land; and the integrated protection of farmland quantity, quality, and ecology.
At the planning level, Hunan will formulate and implement a special plan for farmland protection and national land greening space, delineate spaces for farmland, farmland supplementation, and forests and grasslands, and establish a 'single map' of farmland, forests, and water as the data basis for coordinated layout. Work such as newly added farmland, quality improvement and renovation, and replacement and withdrawal will also be advanced after review and spatial placement on a unified platform.
In terms of implementation and funding support, Hunan will integrate relevant data such as land change surveys, highstandard farmland construction, returning farmland to forests and grasslands, water conservancy facility construction, and rural road construction to promote crossdepartmental data sharing. At the same time, it will adhere to the principle that 'projects follow planning and funds follow projects,' coordinate various types of agricultural funds, and create incentives for highquality newly added farmland through provinciallevel fiscal subsidies.
