Li Qiang chairs the State Council executive meeting

On July 20, Premier Li Qiang presided over a State Council executive meeting, which made arrangements around expanding and improving the quality of the services sector, the planning and construction of the "six networks," the protection and utilization of intellectual property rights, the optimization of the social security system, and audit rectification. The meeting pointed out that advancing the development of the services sector and the construction of major infrastructure networks will help stabilize investment, boost consumption, and improve people's livelihoods; at the same time, overall coordination should be made between construction and operation, and management and service capabilities should be enhanced. The meeting also reviewed and approved the "15th FiveYear Plan" for the Protection and Utilization of Intellectual Property Rights, proposing to address institutional shortcomings, improve the efficiency of intellectual property transformation and utilization, and strengthen the training of relevant talent. In terms of social security, the meeting emphasized the need to enhance the system's coordination and sustainability, improve multitiered security arrangements, and pay attention to the security needs of groups such as flexible workers and migrant workers. The meeting also called for earnest followup on the rectification of problems identified in the 2025 audit, strengthening budget management and fiscal and tax reform, and promoting the implementation and effectiveness of relevant policies.
