The Jiangxi Regulations on Emergency Response to Unexpected Incidents have been revised to strengthen prevention and emergency preparedness Risk control for emerging industries such as new energy has been included, and grassroots rescue capabilities have been improved
Nanchang, Jiangxi, September 15 — The newly revised Regulations of Jiangxi Province on Response to Emergencies were recently issued and will take effect on October 1, 2026. This revision is the first amendment in the 13 years since the regulations were implemented, with a focus on strengthening prevention and emergency preparedness, and bringing emerging industries such as new energy and new materials into the scope of risk identification and control.
The Jiangxi Provincial Emergency Management Department said that the new regulations take "two supreme priorities" as the guiding principle and make arrangements in areas such as monitoring and early warning, infrastructure resilience, command coordination, and grassroots emergency response capacity. More than 70 percent of the provisions in the regulations focus on preemptive prevention and preparedness, promoting emergency management to shift from passive response to proactive governance.
The regulations also propose strengthening monitoring and forecasting of highrisk industries, critical infrastructure, hydrological and rainfall conditions, forest fire risks, and geological disasters, and implementing a predisaster early warning "callandresponse" mechanism to promptly identify and eliminate potential risks in rivers, lakes, reservoirs with safety issues, and other areas. At the same time, Jiangxi will further improve its emergency rescue system jointly composed of fire and rescue services, specialized rescue teams, social rescue forces, and grassroots teams, and promote joint training, joint duty, joint drills, and joint coordination.
