The Liaoning International Sister Cities Conference focused on education and technology cooperation, promoting win-win signings among multiple countries Nearly 300 foreign guests gathered in Shenyang to unlock new opportunities for Liaoning's open cooperation

The 2026 Liaoning International Sister City Conference opened in Shenyang on June 10, with nearly 300 foreign guests from more than 50 countries and regions around the world in attendance. Under the theme "Pooling Wisdom in Liaoning, Sister Cities Moving Forward Together," the conference focuses on promoting practical cooperation between Liaoning and its sister cities in the fields of education and science and technology. At the opening ceremony, Liaoning Province signed provinciallevel friendship agreements with Central Province of Mongolia, Almaty Region of Kazakhstan, and Vojvodina Province of Serbia; Shenyang, Benxi, and Jinzhou also established sistercity ties with relevant cities in Russia, Azerbaijan, and Kazakhstan respectively. Twelve education and science and technology cooperation projects were also signed on site. Several foreign representatives said that Liaoning has cooperation potential in terms of industry, scientific research, and educational resources, and that both sides will promote cooperation in areas such as joint training, research collaboration, institutional exchanges, and mutual visits of talent. Liaoning said it will use this conference to further expand international sistercity cooperation and provide more support for local development and the comprehensive revitalization of Northeast China.
