The article focuses on the development of urban disaster prevention and mitigation capabilities, emphasizing that in the context of global climate change, extreme weather and disaster risks are rising, and urban governance needs to place greater emphasis on the coordinated advancement of prevention, fortification, and disaster relief. The article proposes that safety and resilience requirements should be incorporated into territorial spatial planning and various types of construction planning, and that disaster monitoring and early warning, grassroots emergency management, material reserves, and practical drills should be strengthened, while technologies such as big data and artificial intelligence should be used to improve the efficiency of risk identification and command dispatch. At the same time, the article suggests raising the fortification standards for urban lifeline projects such as gas, bridges, water supply, and drainage, improving risksharing mechanisms such as the emergency command system and catastrophe insurance, and promoting the formation of an urban safety保障 pattern with joint participation from the government, market, and society.
