NDRC Interprets the "15th Five-Year Plan" Carbon Peak Action Plan

The State Council recently issued the "15th FiveYear" Carbon Peak Action Plan. A responsible official from the National Development and Reform Commission said the plan focuses on the critical stage of the "15th FiveYear" period for achieving carbon peaking, and makes systematic arrangements around optimizing the energy structure, green transformation of industry, lowcarbon development in key sectors, support and safeguards, and coordination among all parties. According to the explanation, the plan proposes accelerating the development of nonfossil energy, enhancing the capacity to absorb new energy, promoting clean substitution for coal, and optimizing the structure of oil and gas consumption. At the same time, the document also calls for advancing energysaving and carbonreducing upgrades in traditional industries, building zerocarbon industrial parks and zerocarbon factories, and promoting the green and lowcarbon transformation of computing power facilities. In areas such as buildings, transportation, public institutions, and ecological carbon sinks, the plan also clearly sets out directions for energy conservation and carbon reduction; on the safeguard side, it emphasizes improving laws and regulations, statistical accounting, scientific and technological support, financial and pricing policies, as well as marketoriented mechanisms. The NDRC said it will, together with relevant departments and local governments, tighten responsibility, track and coordinate implementation, and ensure the carbon peaking target is achieved on schedule.
