Hulunbuir, Sept. 21 — Since being unveiled in November 2024, the Northern Border International Legal Service Zone, located in Hulunbuir, Inner Mongolia, has been providing legal support for economic and trade exchanges along the ChinaRussiaMongolia border. The report noted that in the past, local enterprises often had to travel elsewhere to seek foreignrelated legal services when conducting trade with Russia and Mongolia, and the costs of contract review, arbitration arrangements, and dispute resolution were relatively high. After the legal service zone began operation, it has helped businesses adjust the arbitration jurisdiction for some foreignrelated trade disputes to Hulunbuir and assisted in standardizing bilingual contract wording, reducing disputes caused by differences in the interpretation of clauses. At the same time, the legal service zone has also guided enterprises to explore riskcontrol approaches such as "full prepayment and RMB settlement," reducing the risk of payment collection in foreign trade. For disputes involving personal injury in foreignrelated cases, the legal service zone has also helped the parties reach solutions through mediation and explanations of applicable law. The Hulunbuir Municipal Bureau of Justice said that the legal service zone has upgraded from a single legal service window to a comprehensive ruleoflaw platform, integrating functions such as comprehensive social governance, litigation services, procuratorate services, and public legal services, continuously providing ruleoflaw guarantees for border opening and crossborder economic and trade activities.
