Hainan Introduces 18 Measures to Promote the Integration of Marine Fisheries and Tourism

Hainan promotes the coordinated development of marine fisheries and tourism, with 18 measures optimizing sea-use保障 and supervision Improve approval efficiency, promote green, intensive, high-quality development, and learn the key policy points

Hainan Province recently issued relevant guidelines proposing 18 measures to strengthen overall coordination between marine fisheries and tourism in areas such as seause guarantees and service management, and to promote the coordinated development of the two industries. The policy was jointly launched by multiple departments and aims to enhance the green, intensive, and highquality development of the marine industry. The guidelines cover four areas: seause planning and control, factor保障, government services, and sea area supervision. The content includes optimizing the spatial layout of nearshore and deepsea areas, encouraging threedimensional and layered use of sea areas, supporting the development of new business forms such as recreational fisheries and marine ranches, and standardizing seause management for tourism projects such as diving, yacht marinas, and seawater bathing beaches. At the same time, Hainan has also proposed measures such as improving the construction of supporting facilities for aquaculture, refining rules for the collection and exemption of sea area use fees, advancing overall demonstration and review for contiguous concentrated areas, and delegating some approval authority, in order to improve approval efficiency, reduce the cost of repeated review and demonstration, and strengthen ecological protection and production safety guarantees.
