The second comprehensive special counsel team announced on the 1st that it had confirmed indications that former President Yoon Sukyeol had been preparing to declare martial law starting in November 2023. The special counsel believes that several meetings at the presidential residence and contacts with senior military leadership at the time were related to the process of preparing for martial law.
According to the special counsel, former JCS Chairman Kim Myungsoo stated in an investigation that former President Yoon expressed strong dissatisfaction during a meeting at the presidential residence on November 29, 2023, and that there had been advice from workinglevel officials expressing concerns over declaring martial law and deploying troops to the National Assembly. The special counsel explained that former Defense Minister Shin Wonsik, former Presidential Security Service chief Kim Yonghyun, former National Security Office director Cho Taeyong, and former Counterintelligence Command chief Yeo Inhyung were also present at the related meetings.
However, there is also a different assessment of the same matter. The special counsel for insurrection viewed the timing of the martial law plot as earlier, and the trial court of first instance determined that former President Yoon decided on martial law in early December 2024. The special counsel also notified former National Intelligence Service First Deputy Director Hong Jangwon to appear again on the 5th and plans to investigate his movements from immediately after the martial law declaration until its lifting.
