Ministry of Water Resources raises flood defense emergency response in Liaoning and Jilin to Level III

On July 13, the Ministry of Water Resources raised the flood prevention emergency response for Liaoning and Jilin from Level IV to Level III, because the meteorological risk of flash floods in both areas will remain relatively high for some time to come, and the areas affected by heavy rainfall overlap with floodprone areas. According to the forecast, from 20:00 on July 13 to 20:00 on July 14, multiple counties and districts in Benxi, Fushun, Tieling, Dandong, Liaoyang, and Shenyang in Liaoning, as well as Baishan, Jilin, Liaoyuan, Tonghua, and Yanbian in Jilin, have reached the red or orange warning levels for flash flood disasters. The Ministry of Water Resources said the relevant areas will face a higher risk of flash floods. The Ministry of Water Resources has required local water conservancy departments to strengthen monitoring and early warning, continuously track the movement of Typhoon "Bavi" and localized heavy rainfall processes, focus on inspecting risk points such as mountain gullies and river channels, construction sites, stream valley scenic areas, and upstream and downstream sections of bridges, and promptly organize the evacuation of people from hazardous areas. It also called for ensuring the safe passage of reservoirs and projects under construction through the flood season, as well as flood prevention work for small and medium rivers.
