On the morning of July 22, the Office of the National Flood Control Headquarters and the Ministry of Emergency Management, together with the meteorological, water resources, natural resources, industry and information technology, housing and urbanrural development, and transport departments, held a joint consultation to assess recent rainfall and flooding conditions and deploy key flood prevention and disaster relief work in areas expected to see heavy rainfall. The meeting was chaired by Chen Min, Director of the Office of the National Flood Control Headquarters and Vice Minister of Emergency Management as well as Vice Minister of Water Resources. The consultation pointed out that current rainfall across the country is characterized by a wide range, strong localized intensity, and scattered occurrences in multiple areas. In some regions, rainfall overlaps with earlier affected areas, river, lake, and reservoir water levels remain relatively high, soil moisture is saturated, and the risks of floods in small and mediumsized rivers, flash floods, and geological disasters are elevated. At the same time, Typhoon No. 12 is expected to form and may later affect South China, making the flood prevention and typhoon preparedness situation relatively complex. The meeting required localities to continuously strengthen flood defense for rivers, reinforce inspection and onduty patrols of reservoirs, dams, and dikes, and urged Guangdong, Guangxi, and other places to make advance preparations for the worstcase scenario of a direct typhoon landfall. Relevant departments should also closely guard against flash floods and geological disasters, implement a linked mechanism for early warning and response before disasters strike, dynamically inspect risks and hidden hazards in key infrastructure such as highways, railways, power, water, oil, and gas transport systems, as well as urban underground spaces, bridges, culverts, and tunnels, and preposition rescue forces and supplies in advan
