China Launches Three-Year Action Plan for "AI+ Earthquake Disaster Prevention and Mitigation"

During the Earthquake Artificial Intelligence Subforum of the 2026 World Artificial Intelligence Conference held in Shanghai on July 19, the China Earthquake Administration officially launched the "Action Plan for 'Artificial Intelligence + Earthquake Disaster Prevention and Reduction' (2026–2028)".
According to the plan, over the next three years work will be advanced around nine tasks, including intelligent earthquake monitoring and processing, ubiquitous vibration sensing, and the research, development, and demonstration application of intelligent earthquake early warning. The focus will be on building an integrated technical system of "datamodelplatformapplication" to enhance the AI support capacity for disaster prevention and reduction operations.
The conference also released achievements such as the Earthquake Science Intelligent Agent, large models in the earthquake field, an intelligent earthquake processing system, and earthquake datasets. The China Earthquake Administration said that by 2028, it hopes AI technology will serve disaster prevention and reduction operations more effectively and consolidate its firstmover advantage in related fields.
