Xinhua News Agency, Beijing, June 30 — The State Council has officially issued the Regulations on Promoting Employment and Entrepreneurship for ExService Members, which will take effect on August 1, 2026. The regulations set out systematic provisions on education and training, employment support, entrepreneurial assistance, and legal responsibilities, aiming to enhance the ability of exservice members to achieve highquality and full employment and entrepreneurship. The regulations make clear that the state will incorporate employment and entrepreneurship for exservice members into relevant plans, emphasize the combination of government promotion, market guidance, and social support, and require departments at all levels to strengthen coordinated services. The content covers support measures such as academic education, vocational skills training, adaptability training, job recommendations, startup guarantee loans, tax incentives, and green channels. In terms of employment support, the regulations propose appropriate easing and priority placement in recruiting and hiring exservice members by government organs, public institutions, and stateowned enterprises, and encourage localities to set up grassroots positions and special recruitment programs for exservice members. In terms of entrepreneurial assistance, the regulations encourage exservice members to participate in innovation and entrepreneurship, support their access to financing, venues, and training services, and at the same time standardize related management and supervision.
