On July 11, affected by heavy rainfall, the Luanhe River in the Haihe River basin experienced the No. 1 flood of 2026. The Haihe River Water Conservancy Commission of the Ministry of Water Resources has activated Level III emergency response for flood control and Level III emergency response for flood defense, and has issued a blue alert for the Jiyun River.
The bulletin showed that at 18:00 that day, the inflow into Panjiakou Reservoir on the Luanhe River reached 2,240 cubic meters per second, meeting the criteria for flood numbering and thus being identified as the "Luanhe River No. 1 Flood of 2026."
From the 10th to the 11th, significant rises in water levels occurred in the Luanhe River and the Beisanhe River areas of the Haihe River basin, with some rivers briefly exceeding warning levels. Relevant departments stated that, as heavy rainfall continued and the impact of Typhoon "Bavi" overlapped, the flood control situation remained severe. Measures have been strengthened, including reservoir dispatching, dike inspections, and prevention of mountain flood disasters, and working groups have been sent to Tianjin and Hebei to assist and guide flood defense efforts.
