Zhang Guoqing emphasized advancing the construction of the salt lake industrial base and improving disaster prevention capabilities during his investigation in Qinghai

Vice Premier of the State Council Zhang Guoqing conducted an inspection in Qinghai from June 12 to 14, focusing on the development of the salt lake industry and disaster prevention and mitigation work. He emphasized the need to implement the central government’s plans, advance the highquality development of the salt lake industrial base, and at the same time improve the ability to respond to natural disasters, so as to better coordinate development and security. At enterprises engaged in Qinghai salt lake magnesium, potash fertilizer, lithium batteries, and other businesses, as well as the smart management and control center of Western Mining, Zhang Guoqing took a detailed look at production and operations, R&D and innovation, and industrial layout. He pointed out that salt lake resources have important strategic significance, and that a balance should be maintained between resource development and utilization and ecological protection. Efforts should be made to promote green, lowcarbon, and circular development, strengthen the ability to ensure resource security, and enhance the industry’s international competitiveness. Zhang Guoqing also went to the Ancient City Emergency Shelter Center in Xining and the Qinghai Earthquake Early Warning Center to study disaster monitoring, early warning, and shelter arrangements. He said that the peoplecentered approach must be upheld, with prevention before disasters placed in a prominent position. Patrols in key areas such as flash floods and geological disasters should be strengthened, along with defenses during highrisk periods such as nighttime heavy rainfall. In addition, grassroots training, prepositioning of supplies, and the deployment of rescue forces should be enhanced to improve emergency response capabilities under extreme conditions.
