On September 24, the Standing Committee of the Guangxi Zhuang Autonomous Region People's Congress voted to adopt antidomestic violence regulations. The regulations will take effect on December 1, with the aim of improving the fullchain mechanism for prevention, response, rescue, and protection.
The regulations further define the scope of domestic violence. In addition to physical harm, they also include acts such as restricting personal freedom, psychological abuse, and economic control, and extend reference application to violence between certain people living together, so as to expand the coverage of protection.
As for the handling mechanism, the regulations clearly set out the responsibility of the first receiving office and requirements for coordination among multiple departments. After receiving complaints, reports, or requests for help, the relevant departments must not shirk responsibility and should be responsible for acceptance, followup, and referral; for major cases or cases with severe adverse impact, they must be handled jointly. The regulations also specify in detail the police response after the public security organs receive a report, the circumstances under which a warning letter applies, and the application for and assistance in enforcing personal safety protection orders.
