Cai Qi's Speech at the 11th National Congress of the China Association for Science and Technology

Cai Qi delivered a speech at the 11th National Congress of the China Association for Science and Technology on July 8, expressing congratulations on behalf of the Party Central Committee and General Secretary Xi Jinping on the convening of the congress, and extending greetings to scientific and technological workers across the country. The speech pointed out that since the 20th National Congress of the Communist Party of China, China’s science and technology cause has made a series of advances in areas such as artificial intelligence, quantum technology, life sciences, aerospace, biotechnology, and supercomputing, and that scientific and technological workers and associations for science and technology have played an important role in promoting highlevel selfreliance and strength in science and technology. Looking ahead to the 15th FiveYear Plan period, the speech stressed that highlevel selfreliance and strength in science and technology should be placed in a more prominent position, with a focus on basic research, breakthroughs in key core technologies, the transformation of achievements, and the cultivation of new quality productive forces, while also strengthening scientific research integrity, science and technology ethics, and international cooperation, so as to take new steps in building China into a scitech powerhouse.
