Shanxi releases the "15th Five-Year" ecological and environmental plan, setting four "more" goals

Shanxi Province's "15th Five-Year" ecological and environmental plan focuses on pollution reduction, carbon reduction, and ecological restoration, advancing the continued improvement of air quality, water quality, and Yellow River governance, and holding the bottom line of ecological security.

Shanxi Province recently issued the "Beautiful Shanxi Construction '15th FiveYear Plan'", which clarifies the key directions for ecological and environmental development during the "15th FiveYear" period. The plan was compiled under the leadership of the Shanxi Provincial Department of Ecology and Environment. Focusing on four areas—improving ecological and environmental quality, coordinated pollution reduction and carbon reduction, ecosystem protection, and ecological and environmental risk prevention and control—it sets 17 indicators and deploys 58 tasks. The Shanxi Provincial Department of Ecology and Environment said the plan proposes efforts to achieve four "better" goals: higherquality development, better ecological and environmental quality, a greener natural backdrop across the land of Sanjin, and a firmer bottom line for ecological security. Specific measures include promoting the green and lowcarbon transformation of the industrial, energy, and transportation structures, strengthening dual controls over total carbon emissions and carbon intensity, and leveraging the role of the carbon market mechanism; at the same time, it will continue to advance pollution prevention and control, the battle for the "Jizi Bay" section of the Yellow River, mine ecological restoration, and biodiversity protection. In terms of ecological and environmental governance results, from January to August this year Shanxi saw yearonyear improvements in the proportion of days with good or excellent air quality and in the proportion of goodquality water bodies. The national assessment sections on the main stream of the Yellow River maintained Class II water quality. Next, the local government will also promote the effective implementation of the plan by improving implementation mechanisms, project support, supporting policies, and monitoring and evaluation.
