China's path to modernization cannot be separated from the support of technological modernization. Around the start of the 15th FiveYear Plan, since the beginning of this year, General Secretary Xi Jinping has, on multiple occasions such as collective study sessions, local inspections, and important meetings, made arrangements for scientific and technological innovation, basic research, and the layout of future industries, stressing the need to accelerate the achievement of highlevel scientific and technological selfreliance and selfstrengthening. The article points out that building a science and technology powerhouse is an important goal by 2035, and the capabilities of basic research and original innovation are regarded as key foundations. During his inspection of the National Integrated Circuit Industry Investment Fund Park in Beijing's Yizhuang and at a symposium on strengthening basic research held in Shanghai, the General Secretary stressed concentrating efforts on key breakthroughs, addressing shortcomings, and enhancing original innovation capabilities. At the National Science and Technology Award Conference, the Academicians Conference of the Chinese Academy of Sciences and the Chinese Academy of Engineering, and the 11th National Congress of the China Association for Science and Technology held in July, the General Secretary called for solidly implementing the arrangements for science and technology during the 15th FiveYear Plan period, and encouraged science and technology workers to make greater contributions to building a science and technology powerhouse. Subsequently, at the World Artificial Intelligence Conference held in Shanghai, he put forward China's proposals on the global development and governance of artificial intelligence, calling on all countries to work together to build a fair and reasonable global governance system.
