National Health “15th Five-Year Plan”: Improve the balance and accessibility of medical services By 2030, accelerate the implementation of Healthy China and raise the overall health level of the people to a new level

The State Council recently issued the “National Health 15th FiveYear Plan,” which lays out arrangements for advancing the Healthy China initiative during the 15th FiveYear Plan period. The plan emphasizes upholding a peoplecentered approach to health, promoting medical and health services to place greater emphasis on quality and efficiency, improving the balance and accessibility of health services, and fostering production and lifestyles that are conducive to health. According to the plan, by 2030, a policy and institutional system for prioritizing health development will be gradually established, the basic medical and health system will be further improved, public health security capabilities and primarylevel disease prevention, treatment, and health management capacities will be significantly enhanced, the allocation of medical resources will be further optimized, and the multilevel medical security system will be further refined. The plan also proposes striving to raise life expectancy per capita to 80 years, and for the Healthy China initiative to make decisive progress. Focusing on five areas, including optimizing health services for the entire population, in all dimensions, and across the entire life cycle, the plan has deployed 24 key tasks and proposed a number of major projects and programs. The State Council requires all regions and departments to implement it in conjunction with the Outline of the Healthy China 2030 Plan, and the National Health Commission will work with relevant departments to carry out monitoring, evaluation, and task implementation.
