Independent lawmaker Han Donghoon said on the 7th that he would propose a bill to make external audits of the National Election Commission possible and to restrict NEC employees from taking leave or sabbaticals during election periods.
Through Facebook, Rep. Han argued that the NEC is being run like an institution beyond oversight, and that the basics of election administration are being shaken. He said he would revise the Board of Audit and Inspection Act to include a legal basis for inspection of duties regarding the National Election Commission and NEC offices at all levels, and would also consider an exception clause so that audit results are not reported to the President.
In another post, he pointed to the increase in leave and sabbaticals during election season as a problem, and said he would push for reform legislation that would limit related systems to the level of privatesector workplaces so that the number of election administration professionals does not decrease. He announced this as the second bill he would introduce after entering the National Assembly.
