Six Departments Release the “15th Five-Year Plan” for Solid Waste Pollution Prevention and Control

On the 14th, the Ministry of Ecology and Environment, the National Development and Reform Commission, and four other departments jointly released the “15th FiveYear Plan for Solid Waste Pollution Prevention and Control,” China’s first fiveyear special plan for solid waste pollution prevention and control, which sets the direction for related governance work over the next five years. The plan proposes that by 2030, special rectification of solid waste in key areas will have achieved significant results, historical stockpiling issues will be effectively controlled, the trend of illegal dumping and illegal disposal will be significantly curbed, informationbased supervision of solid waste will achieve full coverage in key areas, and a number of “zerowaste cities” will be built. In terms of specific targets, indicators such as the share of landfill disposal of hazardous waste and the share of storage and landfill of key general industrial solid waste will be further reduced, and the coverage rate of wholeprocess informationbased supervision for relevant entities is to reach 100%. The plan also proposes using satellite remote sensing, artificial intelligence, and other means to strengthen monitoring, advance fullprocess traceability management of hazardous waste, and improve the recycling and treatment systems in areas such as retired newenergy equipment and discarded electrical and electronic products.
