Li Qiang signed a State Council decree to promulgate the Regulations on Promoting Employment and Entrepreneurship for Military Veterans

Premier of the State Council Li Qiang recently signed a State Council decree promulgating the Regulations on Promoting Employment and Entrepreneurship for Veterans, which will take effect on August 1, 2026. The regulations consist of 6 chapters and 48 articles. They focus mainly on supporting veterans in employment and entrepreneurship, explicitly upholding the combination of universal benefits and preferential treatment. They adopt an approach that combines government promotion, market guidance, and social support to help veterans achieve fuller and higherquality employment, and protect their lawful rights and interests through measures such as education and training, employment support, and entrepreneurship assistance. In terms of education and training, the regulations call for strengthening support for veterans' academic education, national education examinations, and vocational skills training. In terms of employment preferences, they specify that Party and government organs, mass organizations, public institutions, and stateowned enterprises may appropriately relax age and educational requirements when recruiting and hiring veterans, and give them priority under equal conditions. In terms of entrepreneurship support, they propose support measures such as tax, financing, and credit assistance, and encourage veterans who are willing to participate in entrepreneurship training and start businesses and innovate. The regulations also set out relevant legal responsibilities to ensure policy implementation.
