Xinhua News Agency, Dalian, June 24 — The 17th Summer Davos Forum opened in Dalian. Premier Li Qiang of the State Council delivered a speech at the opening ceremony, introducing the latest developments in China’s economy and innovationdriven development around the theme of "Scaling Up Innovation." Li Qiang said that 2026 will be the first year of China’s 15th FiveYear Plan. Despite a complex and volatile external environment, China’s economy grew 5% in the first quarter and has maintained steady operation since the second quarter, showing the characteristics of "stability, newness, vitality, and integration": overall stable performance, the rapid emergence of new technologies and business models, strong domestic demand and consumer vitality, and continued expansion of opening up. He pointed out that innovation is the key driving force behind the longterm positive growth of China’s economy. By continuously increasing R&D investment, promoting the transformation of scientific and technological achievements, and improving the innovation ecosystem, China has fostered the deep integration of scientific and technological innovation with industrial innovation, while attracting more and more foreignfunded enterprises to establish R&D and innovation operations in China. Li Qiang also said that, in the face of global growth pressure, the international community should strengthen innovation cooperation, promote connectivity and joint governance, and oppose "building walls and barriers" and technology blockades. He welcomed enterprises from all countries to continue to deepen their presence in the Chinese market and share new opportunities arising from China’s development.
