Haikou released the Haikou Municipal 15th FiveYear Plan for Marine Economic Development on June 8, clarifying the development goals, spatial layout, and key directions for the marine economy over the next five years. That day also marked the 18th World Oceans Day and the 19th National Ocean Publicity Day.
The plan proposes that Haikou will focus on its positioning as the core carrier for deepsea industry development in the Hainan Free Trade Port, promote integrated landsea planning and industrial upgrading, form a coordinated pattern of "one core, two wings, and multiple nodes," and accelerate the cultivation of a modern marine industrial system. Among them, the marine modern service industry, marine oil and gas industry, marine tourism industry, deepsea highend equipment manufacturing industry, and marine fisheries will serve as the main industrial directions.
According to the plan, by 2030, Haikou's gross marine product is expected to reach 150 billion yuan, accounting for about 43% of the city's GDP. At the same time, Haikou also plans to improve the construction of marinerelated scitech innovation platforms, strengthen marine ecological protection, and advance work on blue carbon economy, bay governance, and international marine cooperation, further improving the foundation for marine economic development.
