Shanghai launches a special campaign to address online violence and fan culture chaos

Starting from August 1 through midOctober, Shanghai will launch the special campaign "Clear and Bright Pujiang·e Enterprise Protection," focusing on areas with concentrated traffic such as sports, entertainment, and performances, to curb online violence and fan circle disorder. The campaign is jointly promoted by the Shanghai Municipal Cyberspace Affairs Office together with departments including public security, culture and tourism, and sports. According to the deployment, the sports sector will focus on addressing tactics such as dragging others down and inciting conflict, privacy violations, and rumormongering attacks; the entertainment sector will crack down on practices such as manipulating rankings and comments, inducing minors to support and tip, and covert filming and harassment; the performance sector will focus on issues such as unauthorized fantaken photos used for traffic generation, rumormongering and slander, fan circle infighting, and inciting offline conflict. Relevant departments will also urge platforms to strengthen management and control, focusing on handling accounts and related MCN agencies that organize infighting, incite online violence, and induce fundraising, and will依法 crack down on violations such as using AI to spread rumors and defame others, as well as malicious "doxxing." Shanghai stated that it will, through coordinated online and offline governance, firmly enforce platform responsibilities and safeguard the legitimate rights and interests of internet users, especially minors.
