On the morning of July 19, the Office of the National Flood Control and Drought Relief Headquarters and the Ministry of Emergency Management organized a joint consultation with multiple departments to assess the development of recent heavy rainfall and deploy flood control and disaster relief work in key areas. The consultation pointed out that over the next three days, the main rain belt will remain over areas from Yunnan and Guangxi to the middle and lower reaches of the Yangtze River. The accumulated rainfall will be relatively heavy, and it may also be accompanied by strong convective weather. Because the rainfall area overlaps significantly with the areas that received rain earlier, the risks of flash floods, geological disasters, and urban waterlogging are all prominent. Guangxi and other previously affected areas are still in the emergency repair and recovery stage, and flood control and disaster relief efforts are interwoven with postdisaster recovery tasks, creating considerable pressure. Relevant departments require localities to remain in an emergency state, fully shoulder flood control responsibilities, strengthen overall coordination and command as well as patrols and defense, focus on monitoring highrisk flash flood areas, geological disaster hazard sites, unsafe reservoirs, and urban waterloggingprone points, promptly organize the evacuation of threatened residents to safe places, and simultaneously do a good job in emergency repair and recovery in affected areas, sludge removal and disinfection, and livelihood保障 work.
