The 2026 Liaoning International Sister City Conference opened in Shenyang on June 10, with the theme "Smart Liaoning, Sister Cities Together." This conference is the first largescale multilateral foreign affairs branding event created by Liaoning Province with international sister cities and friendly cooperation partners as its main participants. A number of cooperation agreements were signed on site, covering sister city partnerships, educational exchange, and scientific research cooperation.
At the opening ceremony, Liaoning Province signed an agreement establishing a friendly provincial relationship with Central Aimag of Mongolia, and signed friendly cooperation relationship agreements with Almaty Region of Kazakhstan and the Autonomous Province of Vojvodina, Serbia. Shenyang, Benxi, Jinzhou, and the Liaoning Provincial Association for Friendship with Foreign Countries also signed agreements with multiple overseas cities and institutions, further advancing local exchanges and practical cooperation.
The conference will also host multiple parallel forums and international exchange activities centered on education and science and technology cooperation, including the International University Presidents Forum and meetings related to the "Belt and Road" International Medical Education Cooperation Platform, further expanding Liaoning's cooperation space with overseas partners in talent training, scientific and technological collaboration, and peopletopeople exchanges.
