Innovations in legal education help advance the building of a law-based China, integrating into governance practice to improve grassroots communication effectiveness Micro-videos, AI, and volunteer services work together to make legal education more closely meet the needs of the public

On September 29 in Harbin, Wang Hongxiang, secretary of the Party Leadership Group and executive vice president of the China Law Society, said that legal popularization work should be driven by reform and innovation, making its forms more popular among the public and its content more closely aligned with demand, while combining regional characteristics to improve communication effectiveness, so as to support a good start and strong beginning for the 15th FiveYear Plan with highquality legal popularization. On the same day, the onsite promotion meeting for the "2026 Youth Legal Popularization Volunteer RuleofLaw Culture Grassroots Tour," jointly hosted by the China Law Society, the Ministry of Justice, and the Central Committee of the Communist Youth League, was held. Focusing on how to innovate legal popularization methods and better serve the building of a higherlevel Peaceful China and RuleofLaw China, Wang Hongxiang put forward three recommendations. He suggested integrating legal popularization more deeply into lawbased governance and ruleoflaw practice, running through the entire process of legislation, law enforcement, justice, and legal services, while also promoting the downward shift of resources such as comprehensive social governance centers and grassroots service stations of law societies to the grassroots level, to strengthen the relevance and effectiveness of legal popularization; promoting multimedia dissemination formats such as microvideos, short films, microdramas, and animation, exploring integrated models such as "rule of law + intangible cultural heritage" and "rule of law + culture and tourism," and leveraging big data and artificial intelligence to enhance precise delivery and interactive capabilities; and also strengthening the building of the legal popularization volunteer team by bringing in government staff, legal professionals, and law students, while improving service levels through training and exchanges.
