The Ministry of Human Resources and Social Security, the Ministry of Education, the Ministry of Finance, and the State Taxation Administration recently jointly issued a notice to continue implementing the relevant policies on unemployment insurance support for enterprises to stabilize and expand employment, with a focus on keeping jobs stable, absorbing youth employment, and supporting skills improvement. The notice makes clear that the policy of jobretention refunds will be extended through the end of 2026. For insured enterprises that do not lay off workers or lay off only a few, small and mediumsized enterprises may receive a refund of up to 60% of the unemployment insurance premiums actually paid by the enterprise and its employees in the previous year, while large enterprises may receive a refund of up to 30%. Social organizations, law firms, accounting firms, and individual businesses insured in the form of a unit may also be implemented by reference, and the relevant service procedures will be further optimized. The policy of employmentexpansion subsidies will likewise be extended through the end of 2026. For enterprises and social organizations that hire college graduates from the graduation year and unemployed college graduates within two years after leaving school, as well as registered unemployed youth aged 16 to 24, subsidies will be issued at a rate of no more than 1,500 yuan per person absorbed. The skillsimprovement subsidy policy will also continue to relax the requirement for years of insurance participation and expand the scope of beneficiaries, supporting vocational skills training that matches job needs and industrial development.
