The National Flood Control Office deploys localities to strengthen the management of flood control and drought relief material reserves

Recently, the Office of the National Flood Control and Drought Relief Headquarters issued a notice to flood control and drought relief command agencies across the country, requiring further strengthening of the storage and management of flood control and drought relief materials and enhancing emergency support capabilities. The notice covers all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps. The notice states that localities should give full play to the overall coordination role of provinciallevel command agencies, improve mechanisms for emergency material management, rotation, and rapid allocation, optimize the regional reserve layout, and strengthen the tiered reserve system. At the same time, they should fully ascertain inventory levels, establish a unified and standardized reserve ledger, update material status in a timely manner, and ensure that allocation and transfer processes are traceable. The notice also requires regular testing and maintenance of key materials such as equipment, timely replacement of materials whose performance has declined, and strengthened monitoring and early warning for materials nearing expiration or past their expiration date. Expired materials should be disposed of according to designated channels and replenished and updated in a timely manner. Localities also need to improve crossdepartmental and crossregional rapid allocation and response mechanisms, promote information sharing and joint transportation and dispatch, so as to improve the efficiency of responding to flood and drought disasters.
