The State Council Issued the "Employment Priority Strategy Implementation Plan for the 15th Five-Year Plan"

The State Council recently issued the "15th FiveYear Plan for Implementing the EmploymentFirst Strategy," which sets out a series of arrangements centered on highquality full employment and requires all regions and departments to earnestly implement it. The plan makes clear that employment is the most fundamental aspect of people's wellbeing, and also an important foundation for promoting stable economic and social development. The plan proposes that during the "15th FiveYear Plan" period, overall employment should remain stable, with a focus on expanding employment opportunities, optimizing the employment structure, improving the efficiency of matching jobs with workers, and enhancing protections for workers' rights and interests. Policy directions include strengthening coordination among macro policies, promoting the linkage between industry and employment, accelerating the development of a modern human resources system, and supporting the employment of key groups such as college graduates, migrant workers, retired military personnel, and people facing employment difficulties. The plan also proposes promoting the integration of artificial intelligence development with employment promotion, improving public employment services, entrepreneurship services, and the human resources service system, while strengthening employment monitoring, early warning, and risk response to prevent largescale unemployment risks.
