Yunnan Introduces 42 Measures to Support Private Investment

Yunnan’s new private investment policy expands room for growth, with 42 measures supporting major projects, government procurement, and financing Private enterprises can participate in projects such as railways and hydropower, seize policy dividends, and accelerate their strategic布局

Yunnan Province recently issued 42 measures to further promote the development of private investment. Focusing on major projects, government procurement, technological innovation, the lowaltitude economy, and financing support, the measures expand the space for private capital participation and improve the convenience for private enterprises to take part in the construction of key sectors. In terms of major projects, the measures propose encouraging private capital to participate in railway, hydropower, crossprovincial and crossregional direct current transmission channels, oil and gas pipelines, liquefied natural gas receiving and storage and transport facilities, water supply, and other projects that generate certain returns and require approval or ratification by the state. The equity stake may exceed 10%. For supporting measures, Yunnan also requires standardized management of concession projects and promotes private enterprises' participation in government procurement and engineering projects. At the same time, it supports private enterprises in leading the R&D and construction of proofofconcept centers and pilotscale testing platforms, and provides more efficient services for the application of REITs for private investment projects and financing for technologydriven enterprises through listing.
