Former Deputy General Manager of Sinochem Group Feng Zhibin Sentenced to Nineteen Years in First Instance

On September 21, the Intermediate People's Court of Daqing City, Heilongjiang Province publicly pronounced in the first instance on the bribery, bribery through influence, and abuse of power by personnel of stateowned companies case involving Feng Zhibin, former member of the Party Leadership Group and deputy general manager of China National Chemical Group Co., Ltd. The court found him guilty of three offenses, and after combining the penalties for multiple crimes, decided to sentence him to 19 years in prison and impose a total fine of 7 million yuan. The illegal gains and their fruits involved in the case will be recovered and turned over to the state treasury in accordance with the law. The court found that from 2003 to 2022, Feng Zhibin took advantage of the convenience of holding positions in China National Chemical Group and related enterprises to provide assistance in matters such as business operations and equity acquisitions, and illegally accepted property equivalent to more than 60.71 million yuan. After leaving his post from 2022 to 2025, he again took advantage of the convenience formed by his former authority and, through the official acts of other state functionaries, helped relevant entities secure projects, illegally accepting property worth more than 9.87 million yuan. The court also found that from 2011 to 2012, during his tenure, Feng Zhibin acted out of personal favoritism and abused his power, causing severe losses to a stateowned company and especially major losses to national interests. The court stated that, taking into account factors such as attempted offense circumstances, his truthful confession after being brought into custody, his proactive disclosure of some facts not yet known to the authorities, his admission of guilt and remorse, and his active return of illicit gains, he was given a lighter punishment in accordance with the law.
