Xinhua News Agency, Changchun, July 16 — Vice Premier Liu Guozhong of the State Council said during his inspection in Jilin from July 14 to 16 that flood control and disaster relief, as well as agricultural disaster prevention and mitigation work, must be carried out promptly and effectively, with the bottom lines of flood safety and food security firmly safeguarded.
During the inspection, Liu Guozhong successively visited Changchun, Songyuan and other places to check the operation of river channels, reservoirs, dikes and hydrological stations, and went into the fields to learn about the progress of autumn grain production, black soil protection, highstandard farmland construction and irrigation district development. He pointed out that the current period is a critical one for flood prevention, and emphasized strengthening meteorological and hydrological monitoring, consultation and risk assessment, and early warning coordination, improving the emergency “callandresponse” mechanism, organizing personnel evacuation in a timely manner, intensifying inspections of hazardous reservoirs, small and mediumsized reservoirs, and dikes, adequately preparing emergency rescue supplies, and scientifically dispatching flood control projects within river basins.
On the agricultural front, Liu Guozhong stressed that autumn grain production has entered a critical stage and that efforts should continue to focus on field management and technical guidance, implementing measures such as integrated waterfertilizer management and “one spray, multiple promotions,” doing a good job in pest and disease control and stockpiling agricultural disaster relief supplies, while also advancing the renovation of farmland drainage and irrigation ditches and improving the quality of highstandard farmland construction to ensure the projects can be built, managed well, and deliver results.
