Chongqing Enters a New Stage of Normalized Assistance, Will Establish a Mechanism to Prevent Relapse into Poverty and Falling Back into Poverty
Chongqing's rural revitalization has shifted to normalized assistance, improving the effectiveness of targeted poverty relapse prevention Monitoring and early warning, tiered assistance, and key support go hand in hand to help sustain income growth
The Chongqing government said that starting in 2026, local rural revitalization work has shifted from a phased transition into a new stage of normalized assistance, with the key task being to coordinate the establishment of mechanisms to prevent people from falling back into poverty or becoming impoverished, and to improve the precision and efficiency of assistance.
According to the plan, Chongqing will focus on three areas: monitoring and early warning, tiered and categorized assistance, and support for key counties requiring assistance. Through data comparison, household visits, and linkage with application platforms, potential risks of falling back into poverty will be identified as early as possible; for groups with labor capacity, the main approach will be to strengthen incomegenerating ability through industries, employment, and skills training; for groups without labor capacity, basic livelihood guarantees will continue to be provided through subsistence allowances, support for the extremely poor, and other measures.
At the same time, Chongqing will continue to increase fiscal, financial, land, and talent support for key counties and districts requiring assistance, and, in combination with improvements to infrastructure, upgrades to public services, and industrial development, will promote the sustained strengthening of local endogenous development capacity.
