Hainan Aims to Reach 50 Billion Yuan in Commercial Spaceflight Revenue by 2030

Hainan recently released the Hainan Province “15th FiveYear” HighTech Industry Development Plan, explicitly proposing to strive for the commercial space industry’s operating revenue to reach 50 billion yuan by 2030.
The plan proposes that by the end of the “15th FiveYear” period, Hainan will cultivate four 50billionyuan industrial clusters: modern biomedicine, commercial space, deepsea technology, and energy conservation and environmental protection. Among them, commercial space will focus on launch site construction, promoting coordinated development across commercial launches, rocket and satellite manufacturing, and satellite applications, and improving the industrial systems of the rocket chain, satellite chain, data chain, and “space +” industries.
In terms of specific layout, Hainan will speed up the construction of infrastructure such as new launch pads, telemetry and tracking, safety control, and launch testing, explore diversified financing, construction, and operation models, and advance the construction of offshore recovery platforms to enhance the lowcost, highfrequency, and sustainable capabilities of commercial launches. At the same time, the local government will also promote the implementation of projects such as rocket final assembly and testing, a satellite super factory, an international advanced satellite manufacturing center, and a satellite data trading platform, expanding data processing and application scenarios.
