Carney government to use rare parliamentary tool for major projects bill
Bill C-39 committee review speeds major projects and cuts red tape See why Carney’s fast-track plan is drawing labour, Indigenous and green criticism
The Carney government plans to send Bill C39, its major projects legislation, to a special legislative committee rather than a standing committee. The move is meant to speed up review of the 243page bill, which aims to fasttrack development projects and reduce the risk of labour disruptions.
The committee route is uncommon and has not been used for a government bill since 2012, during Stephen Harper’s time in office. It has previously been used for major laws such as the Clarity Act and the Civil Marriage Act.
The bill has drawn criticism from labour groups, environmental organizations and the Assembly of First Nations over proposed changes to consultation rules, impact assessments and the Labour Code. The government says the legislation is intended to support jobs and investment, while Conservatives say they will scrutinize it closely and propose amendments.
