House passes Russia sanctions bill with tariff powers
Russia sanctions bill targets oligarchs, banks and energy buyers House vote sends sweeping penalties to Trump, raising pressure on Moscow
The House of Representatives passed a sweeping sanctions package aimed at Russia and Iran on Wednesday, sending the measure to President Donald Trump’s desk. The bill, named for the late Sen. Lindsey Graham, passed 262 to 159 with support from 53 Democrats and most Republicans.
The legislation targets Russian officials, oligarchs, banks, and the shadow fleet that helps move energy exports. It also includes tariff authority that would allow the president to impose duties of up to 500% on Russian imports and up to 100% on the top five countries buying Russian energy.
Some House Democrats opposed the tariff provisions, arguing they gave Trump too much discretion. Supporters said the bill is designed to weaken the funding behind Russia’s war in Ukraine and add pressure on countries that continue buying Russian energy. The package also restores sanctions on Iran’s weapons and energy sectors.
