OpenAI outlines plans for AI data center project in Effingham County

OpenAI says it is developing Project Camellia, a longterm data center project in Effingham County, Georgia, with power contracts for 3.2 gigawatts to be delivered in phases from 2028 to 2032. The company said the project will be privately funded and that local electricity rates are not expected to rise because of it. OpenAI also said it plans to use a closedloop water system to keep ongoing water use low and to avoid drawing water away from local communities. As part of its community commitments, OpenAI said it will provide $80 million in community benefits over the life of the project and up to $71 million in Codex credits for eligible Georgia students. The company said it also expects the project to create thousands of construction and permanent jobs, generate tax revenue, and prioritize local contractors and businesses. OpenAI said it will hold a public open house on Thursday, July 23, and that feedback from residents, officials, schools, and community groups will help shape a future Georgia Community Compact. The company said an independent annual audit will be used to help track its commitments as the project develops.
