He also said he was not satisfied with a new Iranian proposal to end the conflict, adding that negotiators were still discussing terms through mediators in Pakistan. The White House has not said Congress authorized force against Iran, and the administration’s legal interpretation of the War Powers clock remains disputed by some lawmakers. Defense Secretary Pete Hegseth said he believes a ceasefire pauses the deadline, while Senator Tim Kaine argued the law does not support that view.
